The government has the right to state the qualifications for receiving government assistance. Nothing is wrong with requiring drug free verification. People are drug tested all over the country for thousand of reasons. Most employers require drug tests to hire and pay you. Government is an employer that pays welfare benefits to those qualified: drug free.
Addicts only quit drugs when they are painfully penalized for using drugs. If no one checks for drugs then they will keep using drugs purchased with taxpayer money. Possibly losing welfare benefits is costly enough for the addict to change his ways.
