Criminals are now stealing Mexico's fuel and selling it for a fabulous profit. Mexican gangs and drug cartels are moving into every business in Mexico. Mexico gets more criminal and dangerous every day.
Soon when you vacation in a Mexican resort, part of the revenues will be paid to the drug cartels. This could be happening already through drug cartel's extortion of resort hotels. What resort hotel could survive a massacre of tourists. They would have to shut down. The cartel's say "pay us and we won't massacre your guests".
