The Independent Payment Advisory Board (IPAB) is the Obamacare implementation of the Death Panels that scares America, and that Obama says doesn't exist. I guess it's just another of his many lies. These panels will have bureaucrats giving a thumbs up or down on who is eligible for which treatments. Sort of a obfuscated version of the Roman Coliseum. Thanks to Rush Limbaugh for this info.
