Waiving Obamacare: HHS never had authority to issue exemptions

So if HHS does not have the authority to grant waivers, then all awarded waivers are null and void, and nobody gets a waiver. All the partisan political favors to grant a waiver is now wasted because they have to treat everyone, friends list and enemies list,  the same. Makes 1372 waivers disappear.
