Obama: War Powers Act Doesn't Apply To Libya?

If you put boots on the ground without any approval from Congress, then you have 60 days to get approval from Congress, unless there is imminent attack on U.S., otherwise you are violating the War Powers Act. 

You can't say Libya doesn't count because our soldiers are not currently firing their weapons. Two seconds from now they could be firing their weapons.
