U.S. Gov't Agency Plans $2.84 Billion Loan for Oil Refinery—In Colombia

Question: Why is the U.S. Export-Import Bank, an independent agency of the federal government, now planning a $2.84-billion loan for a massive project to expand and upgrade an oil refinery--in Cartagena, Colombia, when the U.S. government is in a financial crisis and the money could be put to better use here at home? The money could be used to upgrade or increase America's own oil drilling and refinery capabilities. 

Why does America's own government always place the welfare of other countries over the welfare of our own nation?
