Black Lawmakers Want To Dissolve Cities That Are Too White?

This makes no sense to me. To make decisions and modify the racial makeup of cities, is a racist act. A racist act is any decision made on the basis of race. These guys are going to tell people where they can live based on their race? This makes no sense to me.
