In Dayton, If you give a test for promotion in the public union police department and not enough blacks pass the test, then you lower the required number of correct answers to pass the test. You "dumb down" the test instead of "man up" the test takers.
If the same test was given and not enough whites passed the test, then not enough whites passed the test and they will have to retake the test in the future. It's nice to see the elimination of racism in public employment?
If you want to stop making decisions based on race, then stop making decisions based on race.
