New treaty aims to protect millions of domestic workers

I do not understand where the U.N. gets the authority to mandate anything to any country. The U.N. is a clubhouse of dictators and monarchs who couldn't careless about workers in their own country. These guys will set the rules for every country? I assume that's if the countries want to follow their suggestions. Most won't.

Will the U.N. recognize the difference between legal domestic workers and illegal domestic workers? Are illegal domestic workers allowed to work? I'll bet they will say there is no difference between legal and illegal domestic workers. Which we all know is not true.
