Misleading title of the article. They are not proposing cutting salaries. They are proposing to eliminate automatic raises.
Since Congress is so unpopular for the lousy job it has done for the past few years, still no budget from Senate, perhaps a real cut in salaries would be more appropriate than a freeze on raises?
